MSCP & Mittry Lake

There is a meeting coming up for public comment about a proposed project to increase certain types of habitat at Mittry Lake. There is already some native plant life restoration going on there with cottonwoods and willows.

Some of the things proposed will increase the marsh areas, but also may have a byproduct of allowing for delivery of more water into Mittry Lake itself which should improve that fishery.

If you have any interest you should attend this meeting. I believe its planned for March 18th, but I will post date, time, and place for sure when I have had a chance to verify that.

Will the habitat restoration effort include further restrictions on fishing?
A day on the river just drifting and pitching, canoe style... could there be a better way.

Biggest Bass - How I Caught It: 24" bass, caught near the Laguna Dam one afternoon in Spring. Didn't have a weight scale, but it was around 9-10 pounds. Caught it on a spinning rod and reel, with a Panther Martin swim bait.

The area planned for the native tree restoration project is the patch of land between Mittry and the new river channel. Az Game and Fish did a great job suggesting some design features that may, at times, allow for increased flow into Mittry.

There is also a plan for Reclamation to build a small reservoir just above Laguna Dam(not a MSCP project). I noticed in some meeting minutes that, during the design phase, Bobbi and Mac made some great CONSTRUCTIVE suggestions to accomodate boat access. I believe these suggestions are being incorporated into the plan.

I was unable to attend the meeting last night. I had a choice between that or my daughter's choir concert.

I would like to know if any of you guys went, and if there were any points you think should be mentioned.

I'll attempt to post an update tomorrow on the outcome of the MSCP meeting for the proposed developments to the west of Mittry Lake, once I confer with my supervisor, who attended the afternoon public meeting at Hidden Shores (public attendance at that meeting was minimal; I think there were 16 or 18 agency people in attendance, and only two from the public; there was another meeting in the evening, and I have no idea what the attendance, or the outcome, at that meeting was). You can rest assured that there will be no restrictions to the existing fishing regulations on Mittry Lake (that would happen only over our cold, dead bodies, and would require a Commission approved change to Commission Order 40, an unlikely event). Still a little up in the air is what restrictions may apply to the new improvements, should they occur. AGFD's intent is to provide additional fishing opportunities, but there could be some restrictions to access when this thing finally shakes out. AGFD will be closely involved with that process, and will do everything we can to ensure that fishing access will be allowed. We view the MSCP project as beneficial, as it may end up supplying more fresh water into Mittry Lake, and that can't be anything but good.

Bob mentioned the proposed dredging above Laguna Dam. The USBR has it as a proposed activity, but that is contingent on funding, and we're not sure if and when it will be accomplished. Should it eventually happen, it could provide a pretty neat place to fish, but be aware that it will probably be completed on Quechan property, and will require a Tribal permit to legally fish. Land ownership in that part of the river is very complicated (Arizona, California and Tribal jurisdictions around Laguna Dam intersect, and are subject to interpretation...). These proposed improvements are pretty exciting, though, and if they are realized, should benefit sport fisheries and native species alike.

I do not have much to add to my previous posting on the MSCP meeting(s) for improvements just to the west of Mittry Lake (between Mittry Lake and the settling basin). Apparently the evening meeting was also lightly attended, and there wasn't any controversy generated. The meeting was a presentation by the MSCP group of the design for a project creating significant riparian and marshland habitats in an area that right now is pretty much low-value habitat; it is mostly (maybe entirely) arrowweed, saltcedar and bare dirt. It may not end up providing much additional fishing opportunity, but it ought to provide some good habitat for our native species, and may provide the possibility of getting increased freshwater flows through Mittry Lake. It could be a pretty cool project, and right now we cannot see any "downside" to having it go forward.
